Steps to reproduce (*)

1. Activation of the shipping option activates only for some products, not for all the categories of the store. Some products are send only by direct payment method.
2. When registering the shipping information and selecting the shipping method, an error is displayed with "Unable to save shipping information. Please check the data entered".

Expected result (*)

1. We hope that all products in the store show the option of shipping and payment at checkout and
2. we hope that the shipping information is saved correctly and the order is confirmed correctly

Actual result (*)

1. the shipping option is not shown for all products at checkout and
2. the shipping information is not saved and the payment method option is not displayed

Unfortunately, I was not able to reproduce this issue on the latest 2.4-develop code. Probably it was already fixed and will appear in the next release. Or we missed some steps or preconditions.

Could you please recheck it on clean Magento 2.4 installation and confirm?
