[Cloud] Misleading prompts on Additional Settings section when setting up a Tax Rule:

Short issue description

When trying to set up a Tax Rule, the Additional Settings section compress/expand icon doesn't change on click of it. It stays still, where the merchant thinks this confuses admins.

Steps to reproduce

1. Store > Tax Rules

2. Click < Add New Tax Rule ]

3. Check the icon in front of [ Additional Settings >

4. Click the icon and check whether it changes on expand

Actual results

The icon doesn't change when we click to expand. It stays as it is.

Expected results

The icon should change to the following when expanded.

Please check the backend category edit page and click on the tabs available. You will see the same icon changes when compressed or expanded
