Sorry, I removed this feature a year ago (62d3915) but neglected to
update all the documentation. Maintaining all those builds just takes
too much time and I didn't want to keep doing it. You will need a C
compiler to use the SQLite backend.
It's been awhile since I've tested it, but the this backend _should_
still work on Windows. You only need to install Mingw-w64, then put the
bin/ directory (with gcc.exe) on your PATH before starting Emacs.
(Unfortunately everyone who supplies pre-built Mingw-w64 binaries
overcomplicates this part, so it's not as straightforward as it really
could be.)

Trying to investigate magit/forge#84. I don't have clang or gcc installed in Windows and automatic binary fetching doesn't seem to work. The documentation explains about
emacsql-sqlite-automatic-fetch
