BASSenc_ACC is not supported by ManagedBass.

Added AAC support here

Note: Some initial tests on MacOS were not successful; but it's difficult to debug further without a Mac. This may require further testing from someone with a Mac to fix some detail.

Also, for it to work on iOS, it will be important to fix the NuGet package so that it respects the compile runtime.

It works well on Windows and Linux - are there any plans to update the ManagedBass.Enc Nuget package (and all the rest of them too, which seem to be a little old now)?
