[ios] Enable 120fps on capable devices #12979

Since adding MGLMapView.preferredFramesPerSecond in #12501, we’ve been testing 120 FPS in Studio Preview, internal apps, and semi-formal benchmarks — while we’re not yet always capable of maintaining 120 FPS, we can sustain it often enough that it’s a better experience.

(The only existing devices capable of 120 FPS are iPad Pros.)
