Fix for webgl and added additional configuration options #109

Using Resources instead of StreamingAssets to force synchronous file loading, which fixes WebGL issue.

Added memory cache size configuration option.

Test on WebGL, iOS, and Android--all appear to work great!

This will allow us to set other configuration settings (such as memory cache size)
Config now saves to resources folder for synchronous loading
Added memory cache to configuration window
