Excluding Directory or Package

Hey Patrick,

I will bother you again with specific folder/package exclusion from the automatic marko.json search.
Since we finally moved to marko3, i've reimplemented that functionality here as well.

Below you will find:

• Actual functionality implementation;
• Updated tests to cover the implementation;

Coverage increased (+0.02%) to 83.445% when pulling f8c8b5f on oxala:feature/exclude into 9f240e7 on marko-js:master.
