When many UI errors are generated, the language switches. #11157

Expected behaviour

The language stays the same as normal.

Actual behaviour

The language occasionally changes.

Steps to reproduce the problem

Cause a bunch of errors (say, 429 Throttled)

Specifications

v2.9.2, Chrome OS, 75.0.3770.88
