Expected behaviour

Remote GIFs from other instances (such as Pleroma) should be transcoded into a video file, like local GIFs are on upload.

Actual behaviour

The media displays as "media unavailable".

Example thread: https://busshi.moe/@mewmew/103539632316318155

Steps to reproduce the problem

Post a GIF on a Pleroma instance, search for the post on Mastodon. It will show as "media unavailable".

Specifications

Any Mastodon version, tested on 3.0.1.
