Gitter anti-spam manifests as 200 OK responses to sent messages, though we are actually blocked.

I spammed a testing room with my own account using the bridge and found that after a while it stopped sending messages to Gitter. It turns out that gitter will 200 OK a perfectly valid message, but it won't show up in Gitter.

You can also prove this by manually sending an event in the gitter client and refreshing.
