This PR ended up being quite large, but this migrates us to
matrix-appservice-bridge3.0.0 with a few linting tweaks and improvements along the way.This PR currently depends on
twoone unmerged PRs:StateLookup refactors matrix-appservice-bridge#357No longer required. Going to do this in a separate PR.We also had to stop checking our dependency types due to turt2live/matrix-bot-sdk#155
