This pull request does not bring any difference in the UI for thread notifications, but rather improves their reliability when server support is available.
ThreadsRoomNotificationStateandThreadNotificationStateare only created when there are no server support for thread notifications.The intent is to deprecate them in the long run as they are inhenrently flawed.
Thread notifications are displayed using the hook
useUnreadNotifications. It supports either notification for a room or a thread in a room. Its use will be extended to the room list in the future but it seems wise to trial it first on the thread list to avoid disturbance on the room list badgesFixes element-hq/element-web#21114
