While useful on the surface, I'm not sure this MSC solves an actual problem we have at the moment. Gappy syncs were/are the primary use case, but a client encountering a gappy sync doesn't know what's in the gap and so can't make useful calls to determine which parent events to fetch relations for.

This MSC was originally intended to help MSC3381: Polls, but that MSC ended up not needing this feature and therefore the endpoint was never implemented.

I'm closing this for now as abandoned. If we need it, or something similar, in the future then it can be reopened.
