This updates the sign-off requirements to match what most other matrix-org and element-hq repos already have. The change was first made in synapse: matrix-org/synapse#3467

For reference, matrix-spec(-proposals) and rageshake are the only active matrix-org repos using the old wording: https://github.com/search?q=org%3Amatrix-org+%22unfortunately+pseudonyms+and+anonymous+contributions%22&type=code (the others are old deprecated projects)

Most projects (synapse, dendrite, matrix-rust-sdk, mjolnir, sygnal, etc) are using the new wording: https://github.com/search?q=org%3Amatrix-org+%22contributions+under+a+legally+identifiable+name%22&type=code
