Spun out of #11284 to separate refactoring from new behavior.
The main goal of this was to have the relation bundling code be a separate method. It also clarifies some of the terminology used MSC2675 isn't clear about what to call these, so I chose "bundled relations" which I think is the clearer of the two options).
This also updates some comments and minor other refactorings. Should be reviewable commit-by-commit.
