#15317 adds support for using the /_matrix/app/v1 paths instead of the unprefixed (or unstable) paths for application services.

It declares the old pre-specced versions as deprecated and sets a removal date at or after Synapse v1.88.0.

(Note that I don't think this has any spec issues like #15379 because the "legacy" endpoints are from before any versioned spec.)
