Also fix up a warning.

The error (fixed by bumping dep):

error[E0635]: unknown feature `proc_macro_span_shrink`

The warning (fixed by specifying the resolver):

Hopefully we don't actually build the proper artifacts with nightly (i.e. unstable) rust versions though?

 - raises the minimum supported version of Python to 3.8, as Python 3.7 is now [end-of-life](https://devguide.python.org/versions/), and
