Spun out of #14911. Updates anything decorator with @cachedList to return immutable types.

Note that technically the cachedList doesn't really need a Mapping[..., ...] and could work with Dict[..., ...] but it seems desirable to have it be immutable anyway.

Note that technically the cachedList doesn't really need a Mapping[..., ...] and could work with Dict[..., ...]

To spell it out: this would work because

  • Functions decorated by @cachedList returns a map explaining how to update the cache, (so ought to have immutable values). The map isn't directly placed in the cache itself.
  • In contrast, functions decorated by @cached directly return the objects to be placed in the cache (so ought to be immutable)

but it seems desirable to have it be immutable anyway.
