matrix-synapse-py3 is really uninformative, since all synapse packages are now py3. We should give it a better name. Only trouble is that I can't think of one

suggestion from #debian-matrix:matrix.org is that we go back to matrix-synapse, and use an apt_preferences file to make sure that people don't flip-flop between the debian and matrix.org packages. something like:

Package: matrix-synapse
Pin: release o=Debian
Pin-Priority: 400

and/or:

Package: matrix-synapse
Pin: origin packages.matrix.org
Pin-Priority: 600

Priorities to be determined experimentally, with reference to https://manpages.debian.org/stretch/apt/apt_preferences.5.en.html
