At the moment, at registration or login, Riot (in many cases) validates that the provided IS URI actually is an Identity Server.

However, we don't (and can't) check whether the HS will allow us to connect through to the IS (or whether it will be blocked for not being on the whitelist, etc).

Could the homeserver expose some way of testing this?
