Remove user's avatar URL and displayname when deactivate an user with Admin API #8932

Related to: #7005, #7984
When a user gets deactivated this infomation is not needed anymore.

I'm not sure I really agree with the rationale in #7005, it seems reasonable to want to deactivate a user, but still have their information appear for historic reasons. I'd be curious if anyone else has opinions?

That seems to line up with the expected choices made by each use case in #7005. I've popped a note in the issue asking Travis for his opinion.

That probably makes sense. Should we also be removing the display name then? (Or do we already do that?)

I can move removing avatar to the parameter erase and add removing displayname.

It seems like it would be better to move this to the top and then use assert_user_is_admin instead of pulling data from the database twice.
