We do both of these so that we can move off the /read_marker API

Seems like we're having lots of duplicated code here, can we abstract any of that? I'm unsure if they're 100% identical. 😢

(If we can...probably best to do it as a follow-up, but between this, the HTTP endpoints, etc. it seems like a ton of boilerplate.)

This wasn't picked up by the tests as this is all fine the first time you run Synapse (after upgrading), but then when you restart the wrong value is pulled from `stream_positions`.
