Part of #9744

Effectively find . -type f -exec sed -i '/coding: utf-8/d' {} +

Removes all redundant # -*- coding: utf-8 -*- lines from files, as python 3 automatically reads source code as utf-8 now.

The changelog is this line because I'll use it across other PRs that do pyupgrade, which'll then be merged into one line by towncrier.
