Record longest ping times.

After seeing my ping time response from my server reach 4 hours, supposedly 16, I thought it would be fun to track that,

The echo bot doesn't record anything, pingstat is the aggregator. It already records everything, you can request the raw data to make your own stats (e.g. https://maubot.xyz/_matrix/maubot/plugin/pingstat/!ping-v9:maunium.net/stats.raw.json for the past week in the main ping room)
