Switch tabs with scroll wheel should be inactive on the scrollbar #620

Description

Currently, when there are too many tabs and the scrollbar is active, if the overflow scrolling tab switching feature is disabled "Except if panel is overflowing": we have to use mouseclicks to scroll around until there are few enough tabs.

It would be great if we can just scroll on the scrollbar to scroll the list and scroll on the tab list to switch tabs. Option to make the scroll-bar a bit wider to facilitate this would be good.

Another thought is to have a "shortcut" key to toggle the "Except if panel is overflowing" option. Use case: when I am selecting the tabs I need to scroll between I leave the option disabled and after I am done unloading specific tabs for my current work, I will turn the option back on so i can easily switch between them.

I added an option to set scroll area in tabs panels which you can test in the next beta(b21).
About the second suggestion - I think the simplest option is automatically stop switching tabs with mouse scroll in selection mode (when at least one tab is selected).

@mbnuqw The "set scroll area" works a treat.
Was thinking it would be nice to have a "Ctrl+MouseScroll" to scroll tab panel if overflow happening. This way we could naturally have tabs being switched with mouse scroll but allow temporary panel scrolling just by holding down Ctrl with it.
