add a config value to disable all default permissions and add permission just to level the skills.

support your spigot premium member....just do that shit and stop arguing with your negative permissions. if you host a server you should make yourself familiar with permissions. if i cant config everything with POSITIVE permissions the plugin is programmed for little script kiddies.

This can't be done in bukkit without hackish and inconsistent workarounds and implementations. Either we force every server to manually specify which of the many permissions they want. or we default the most common use case and let anyone else customize their experience to the best of our ability.
