CalibrateSystemClock() do not consider better calibration value #259

CalibrateSystemClock() always seems to consider CalibHigh while both the flags fHaveSeenLow and fHaveSeenHigh are set true. Thus while checking error in PPM of the system clock, the values always range positive and go higher.
