Reference issue

What does this implement/fix?

  • removes Cython HiGHS wrapper in favor of a more lightweight interface based on Python and NumPy's C API

Additional information

Known TODOs:

  • model status returns -1 on a few linprog unit tests (not sure why)
  • wrapper should raise warnings on bogus solver parameters to pass linprog unit tests
