Per https://webkit.org/b/212858, Request.prototype.formData isn’t fully supported in Safari. So this change marks it with "partial_implementation": true and adds a note with a link to the relevant WebKit bug. Fixes #6520

Nice find. So after it’s clear that’s gone into a stable release (or will be), we can re-test and update the data here. |

It's more useful to document this as no support, since it will always throw. This is a follow-up to mdn#6616.

Even though it doesn't work at all, it should be partial_implementation per https://github.com/mdn/browser-compat-data/blob/master/docs/data-guidelines.md#non-functional-defined-names-imply-partial_implementation This is a follow-up to mdn#6616.
