Fission Reactor rate limit cannot handle 3 and 4 digit numbers with decimals #7633

Issue description

My fission reactor produces more steam than I need at 649mb/t usage and less than I need at 648mb/t.
I'm unable to use a decimal point to get a value inbetween both as the rate limit text-box is limited at 4 characters. Therefore, as soon as I add a decimal point I'm unable to write anything else.

Minecraft version: 1.16.5
Mekanism version: 10.1.2.457

Steps to reproduce

  1. Create any fission reactor
  2. In the fission reactor stats window type a rate limit of any 3 digit or 4 digit number.
  3. Try to make your number a decimal by adding a point and typing any number after it.
  4. The character amount will be limited to 4 characters and you will not be able to add a decimal to your number.

Minecraft version

1.18.x or earlier (No longer being developed)

Forge version

36.2.33
