Depends on #1976 which must be merged first.
This PR adds a new charts to show the nodes repartitions between networks (clearnet, tor, unannounced). This PR only adds the new chart on the main dashboard as a widget.
Database migration version is incremented to 24. You will loose your historical data in the
lightning_statstable and it will be regenerated from the currently active LN nodes.
