Enables ExternalNotification and RangeTest Module for the RP2040 platform. I tested ExternalNotification with a LED and vibra.
Also, I encountered that after reboot it generated the same
packetIDas before, so now it will first set a random seed at boot using therp2040.hwrand32()function.
