Add E22-400M30S support for Hydra #2930

Add support for E22-400M30S, based on @kkwestt's request. Please test on your board, we have not tested SX1268 configured output power vs E22-400M30S output power. If you have an SA I strongly recommend that you set the output power to a low value, such as +5 dBm and measure the output power, increasing up to 22 if necessary for you to reach 30 dBm output power from your module.

The E21-400G30S outputs 30 dBm with 20 dBm input power. I suspect EBYTE would reuse their amplifiying circuit from their amplifying-only board?

We should wait to merge until after testing is done to find the correct amount of power to input into the E22-400M30S, we can't risk releasing firmware which damages radio modules. If the value is not 22 dBm, we would need to create a separate variant file for the E22-400M30S hydra, as we can't distinguish between the SX1268 or SX1262's max power on the go, as there is just one setting for the SX126x's max power.

If someone in the US has one of these and wants to ship it to me for testing, I'll put it on the spectrum analyzer to verify the proper setting before shipping it back.

Going to go ahead and integrate this to get it off of our plates. Nobody has / is running this hardware current, and it's a DIY variant which carries implicit risks. We can always circle back and figure out if any fixes are needed.
