With g/g 1.79 seed clusters cannot be reconciled anymore when the HVPA CRD is missing. So let's deploy it and switch it on.

For seeds to be reconcile with this Gardener version, please deploy the HVPA CRD into the seed prior to the rollout. It can be found in the Gardener repository beneath `examples/seed-crds`.
