Follows from metanorma/bipm-si-brochure#47 (comment)

Normally "voir/see" is inserted before a cross-reference page number in PDF. If the cross-reference is formatted as <<xref,%nosee>>, that "voir/see" shall not be inserted. @anermina You will need to insert that flag into crossreferences where needed.
