#1151 Upgrade base library - angular and echart

Description

빌드 속도 개선 및 동일 URL에 대한 이동 개선, 차트 오류 해결 등을 위해서 angular 및 차트의 버전을 올릴 필요가 있습니다.

테스트 데이터가 충분히 들어있는 metatron-web-05의 8180 포트로 배포해두겠습니다.

업그레이드와 연관이 있는지는 정확히 모르겠지만
배포후에 거의 모든 화면에서 아래와 같은 에러가 발생하고 있습니다.

젠킨스에서 프론트엔드 빌드 시간은
8분 47초에서 4분 14초 정도로 유의미하게 줄어들었네요 😄

KPI 차트가 영역을 벗어나는 문제는 현재 버전에서도 문제가 발생하고 있어.. 별도 이슈로 처리되어야 할거 같습니다..

@eltriny 해당건은 다음 Iteration 에서 진행하면서 이슈를 처리하는게 좋을것 같네요. 릴리즈 끝나고 바로 PR 머지 하도록 할게요.
