- Fixes global.___INIT_METEOR_FAST_REFRESH is not a function when HMR is enabled and importing the module with a name "global" #11744
- Updates react-refresh. This fixes some bugs with high order components and typescript namespaces.
Some modules import or have a local global object that is different than the one exported from the Meteor package
