Added new DDPRateLimiter.setErrorMessageOnRule function that allows developers to specify custom error messages for each rule instead of being limited to one global error message for every rule.
Convert errorMessageByRule from [] to new Map()
These else statements are not needed since the if statements are returning.
Proposing to clarify what is and isn't included in the client bundle when importing `/server` code and using `this.isSimulation` or `Meteor.isServer`
