This is currently coded as a set of hard links in the partial.

Use Hugo Menus for top navbar

Issue #5

The top navbar can be configured via the config.toml as the "topbrand"
menu. This can also be put in the fromt matter of posts as well.

If nothing is configured, a default menu of "Home" and "About" are
generated.
