Update to reflect the location of the current CLI tools, and remove references to the older (legacy) tools.

Proposed Changes
The original file is misleading, in that it's hard to tell it's targeting the "legacy" CLI tools. Chaning the readme to simply point at the correct repos, which in turn have detailed readme's and docs.
