Get baseline from module does not any return results

Description of the issue

From Azure/PSRule.Rules.Azure#942 (comment), there was a bug with PSRule 1.7.1 not generating all the correct files with the Rule docs task.

Files that were included in 1.7.1:

• docs/en/rules/module.md
• docs/en/rules/resource.md

Files that were excluded in 1.7.1(included in 1.6.0):

• docs/en/baselines/Azure.All.md
• docs/en/baselines/Azure.Default.md
• docs/en/baselines/Azure.Preview.md

To Reproduce

Create a new rule in PSRule.Rules.Azure and run Rule docs task with PSRule 1.7.1.

Alternatively can checkout the branch in that PR and reset the 2 most previous commits and run task again.

Expected behaviour

All files should be updated with PSRule 1.7.1. Workaround was to use 1.6.0 instead.
