wsl can not start

Whether the issue is on WSL 2 and/or WSL 1: [run `cat /proc/version` in WSL]

Steps to reproduce

update from Windows 10 Insider Preview 20206.1000 (rs_prerelease) to Windows 10 Insider Preview 20211.1000 (rs_prerelease), WSL can not start,
steps:

1. open terminal or power shell,
2. input , wsl

wsl
远程过程调用失败。

or open windows terminal , click ubuntu-20.04, get,
远程过程调用失败。

[已退出进程，代码为 4294967295]

WSL logs:
