Steps to reproduce

I'm not really sure how to reproduce pre issue. Fancy zones is forcing some OS apps (like clock and calculator) to my 4th zone even if close the app after undocking it from the zone. And also sometime after I copy and reassign may custom layout (in the beginning it works fine).

✔️ Expected Behavior

OS apps opening in a normal window, undocked from a zone.

❌ Actual Behavior

OS apps docking to unassigned zone.
