We have restored the unit test for SarifSdkTest.xml FxCop conversion (issue #1575, PR #1646), but SarifSdkTest.fxcop conversion still doesn't work. We need to understand the differences between the .fxcop and .xml formats. Should this be working? Do we need a separate converter?
