Fix sustained voices being held after ALL_CTRL_OFF (Sustained voices are held after "Reset all controllers" FluidSynth/fluidsynth#1049)
Fix clobbering of PORTAMENTO_CTRL after ALL_CRTL_OFF (Clobbering of PORTAMENTO_CTRL on "reset all controllers" FluidSynth/fluidsynth#1050)
Prevent Modulation Envelope from being stuck in decay phase, causing detuned voices and potentially other audible glitches for some soundfonts (Sampling rate below 32768Hz plays some instruments out of tune with certain SoundFonts FluidSynth/fluidsynth#1059)
Fix a compilation issue with recent glib (Fix oboe driver build issue in latest glib FluidSynth/fluidsynth#1063, thanks to @devingryu)
