Describe the pull request
In an internal version of VS, ngspice installation failed with following errors:

MSVC\xxx\include\random(247,33): error C2065: 'UINT64_MAX': undeclared identifier
MSVC\xxx\include\random(241,26): error C3615: constexpr function 'std::_Generate_canonical_iterations' cannot result in a constant expression

This due to ngspice uses a custom stdint.h header file and this file include following comtents:

Since microsoft/STL#2498 , UINT64_MAX was used in the random file.
In this port, random goes to the custom stdint.h and find for the definition of UINT64_MAX, but the definition needs to meet certain conditions, so it leads to the error above.

For fixing this issue, I add __STDC_LIMIT_MACROS into the PreprocessorDefinitions item of the failed project.

Fix many many bugs in the changelog generation script:

268: Actually make filtering for infrastructure PRs functional
303: Fix extraction of port-version from vcpkg.json. This really should be handled by diffing baseline.json in the future.
374-382: Fix expression ordering and casting problem which prevented non-CONTROL ports from ever being considered "new"

Also skip emitting headers for empty blocks, update and sort current triplet list, and move infrastructure bits below
port modifications.
