It would be useful/nice to be able to set an option that defaults to creating new PRs as Drafts.

To verify:

  1. Install the pre-release version of the extension
  2. Set "githubPullRequests.createDraft": true
  3. Run the "Create Pull Request" command. Verify that the draft checkbox is checked.
