This repo consumes a very old, non-stable version of Microsoft.Extensions.DependencyModel package:

vstest/eng/Versions.props

Line 24 in a3b2425

<MicrosoftExtensionsDependencyModelPackageVersion>3.0.0-preview4-27615-11</MicrosoftExtensionsDependencyModelPackageVersion>

This should be upgraded to a stable version, either 3.0.0 or something newer like 6.0.0.

This issues causes one of the source-build prebuilts (#4419):

vstest/eng/SourceBuildPrebuiltBaseline.xml
