fix: connect disks pre-emptively during startup
Motivation and Context
connect disks pre-emptively upon startup, to ensure we have
enough disks are connected at startup rather than wait
for them.
we need to do this to avoid long wait times for server to
be online when we have servers come up in the rolling upgrade
fashion
How to test this PR?
Generally start-server one by one and observe the overall startup
time without this change.
