Enable console logging when server debug is enabled

Description

_MINIO_SERVER_DEBUG will enable console logging.

Motivation and Context

Add the possibility to see console logs message to debug

How to test this PR?

_MINIO_SERVER_DEBUG=on minio server /tmp/xl/{1..4}/
